This research is motivated by the problems that occur in the teaching and learning activities of students in class X Sarolangun Public Senior High School 4 which is characterized by a lack of seriousness in learning and a low level of student learning completeness, as well as a lack of attention and teacher application to the learning model. Learning is still monotonous because most teachers still rely on practice questions and work on worksheets that make students less interested in doing it so this makes students less interested in learning. The development of LKPD based on Project Based Learning aims to determine procedures, designs, student responses and teacher assessments in increasing student interest. This research is a development that adapts the ADDIE model. The research instruments used were observation sheets, interviews, questionnaires, open and closed, product development results of validation by media experts, design and material, then teacher assessments and responses to students and small group trials. Based on the results of the study, it was concluded that the LKPD based on Project Based Learning which was developed was in a good category and could develop the creativity of students, so it was feasible to be used as a medium for learning economics
